CONSTITUTION

1) WARWICKSHIRE COUNTY SCHOOLS’ FOOTBALL ASSOCIATION

  • The Association shall be called the Warwickshire County Schools’ Football Association (WCSFA) and shall be affiliated to the English Schools’ Football Association (ESFA). The WCSFA shall be constituted in accordance with the rules laid down in the General Rule of the ESFA.

2) OBJECTIVES – The objectives of the Association shall be:-

  • The mental, moral and physical development of school children through the medium of Association Football.
  • To help Teacher’s Charities and such charities as the Executive of the Association may from time to time determine.

3) MEMBERSHIP

  • Membership of this Association shall be open to all Schools’ Football Associations in the County of Warwickshire, provided that they are properly constituted according to General Rule 4 of the ESFA.
  • No application for affiliation shall be accepted from an Association covering the same area as that of an Association already affiliated.
  • All affiliated Associations must agree to abide by the rules of the WCSFA.
  • FULL MEMBERSHIP- Membership of the WCSFA shall be open to properly constituted Primary & Secondary Schools’ Football Associations within Warwickshire. A properly constituted Association is one which satisfies the conditions laid down by the ESFA and is a member of that body. Full membership of the WCSFA shall also be open to Colleges offering full time education to students under the age of 19 (at midnight 31st August / 1st September) at the start of the season within Warwickshire.
  • ASSOCIATE MEMBERSHIP – Bordering Associations may be invited to affiliate as Associate members and as such may be invited to participate in all Inter Association County Competitions. Associate members may not nominate players for WCSFA representative sides.
  • JOINT MEMBERSHIP – Primary and Secondary Schools’ Associations may affiliate to WCSFA, providing it is a properly constituted Association and satisfies the conditions laid down by the ESFA and is a member of that body.

4) AFFILIATION

  • All Associations prior to being affiliated to the WCSFA must satisfy the conditions laid down by the ESFA.
  • WCSFA as an Association affiliated to the ESFA shall on request, accept as a member, any school or college with full time pupils and within its geographical area.
  • School and Colleges in membership with the ESFA must seek permission from the ESFA to participate in non ESFA activities.
  • All District and County Associations who run representative teams must have a named Association Child Welfare Officer who is compliant with FA/ESFA Welfare Officer requirements.
  • No school shall be registered by more than one competing Association.
  • All affiliated Associations must agree to abide by the rules of the ESFA & WCSFA.

5)  MANAGEMENT

  • The WCSFA shall be governed by an Executive Committee consisting of: - President; Chairman and Vice Chairman; Hon.Secretary (and where appropriate, Minuting Secretary); Hon. Treasurer; Child Welfare Officer; Primary and Secondary Schools’ Competition Secretaries; Referee Secretary; ESFA Area representatives, Local Association Secretaries, County team managers and representative from Birmingham County. FA The personnel of this group can be added to, depending on the nature of the business under review.
  • The WCSFA Executive Committee to have a quorum of four elected Officers.
  • The WCSFA Executive Committee will meet throughout the year and has the power to co-opt Members, including fully vetted   non- teachers, to do specific tasks.
  • WCSFA Executive may fill any vacancy that occurs in this body and can appoint any Committees or Commissions for the management of the Associations and control of the game as from time to time may be necessary.
  • WCSFA and other affiliated Schools’ Football Associations should have their own Bank Accounts.
  • The Chairmanship of the WCSFA shall be held for two years, at the end of which period, the Vice Chairman shall succeed to Office. All other officers (except President and Vice Presidents) shall present themselves for re-election each year, should they choose to do so .The election of officers shall take place at the Annual General Meeting.

6) VICE PRESIDENTS

  • Vice Presidents may be conferred at the discretion of the AGM, on individuals who have given meritorious service to school football. Vice Presidents shall be invited to the AGM and shall be guests of WCSFA at such functions the Executive decide.

7) THE ANNUAL GENERAL MEETING

  • The AGM shall be held before the end of June each year.
  • The Secretary shall give 14 days’ notice to all affiliated Associations, of the place, the day and time of the meeting.
  • An agenda with details of the business to be transacted at the meeting shall accompany the notice.
  • Any member of an affiliated Association in Full or Primary membership of the WCSFA may attend with a power to vote. Associate members may vote only on matters relating to Inter-Association competitions and other matters which directly concern Associate membership.
  • At the AGM, the report of the WCSFA Executive for the previous season will be received for acceptance. An audited financial account will also be presented for acceptance. The election of Officers and Vice Presidents will take place and, motions for any change or additions to the Constitution and or competition rules will be decided upon by means of a vote amongst members present.
  • Motions for discussion, (and items for Any Other Business) at the AGM must be written and received by the Secretary 3 weeks prior to the AGM and shall be distributed by the Secretary with notification of the AGM. Motions for consideration must be proposed and seconded by members in Full / Joint Primary or Secondary Schools’ Associations membership of the WCSFA. Associate members may propose or second motions to do with Inter- Association competitions, or other matters directly affecting such membership.

8) PROGRAMME

  • WCSFA shall have the power to arrange Inter- County matches and Inter – Association and/ or Inter School Competitions.
  • WCSFA shall have the first claim upon any boy or girl selected for an Inter – County match arranged by the Executive. Only matches exempt are those controlled by the ESFA.
  • After Inter-County matches, games arranged by an Association for its own competitions will take precedence over all other competitions except ESFA competitions.

9) SPECIAL GENERAL MEETINGS

  • The WCSFA Executive shall have the power to convene a Special General Meeting. The Secretary shall convene a SGM at any time on receiving a requisition stating the object of the meeting. An agenda of the business to be transacted at any SGM shall accompany the notice convening the meeting.

10) EMERGEGENCY MEETINGS

  • The WCSFA Executive shall have the power to convene an Emergency Meeting. The Secretary shall convene such a meeting whenever it is felt necessary. The quorum for this meeting shall be three elected officers of the Executive.

11) AFFILIATION FEES

  • All affiliation fees shall be confirmed at the AGM.
  • All affiliation fees to be paid to the Treasurer by a date set by the WCSFA Executive. Failure to do so will result in non-participation in County competitions. In addition, no boy or girl will be selected for a County team whilst his or her Association or school affiliation fee remains outstanding.

12) SAFEGUARDING

  • Every child / young person who plays or participates in football should be able to take part in an enjoyable and safe environment and be protected from abuse. This is the responsibility of every adult involved in football.
  • The Warwickshire County Schools’ Football Association recognises its responsibility to safeguard the welfare of all children and young people by protecting them from physical, sexual, or emotional harm and from neglect or bullying. It is determined to meet its obligations to ensure that those schools and Associations providing football opportunities for children and young people do so, to highest possible standard of care.
  • The WCSFA shall adopt, fully adhere and conform to all ESFA/FA Child Welfare Policies, Procedures and Guidelines.
